If you look in the second panel, you can see that from the correct angle, it would be blocked by the collar. It is possible that at the overlap between the upper and lower collar, the belt would be showing, but it's also possible that it would not. In one, he's figured out a way to drink the stuff without exposing himself to the radiation and his expression is one of delirious bliss. In the other version, the evil corporation that engineered the apocalypse left these soda machines around for the few people that donned protective equipment in time. The can suspiciously fits into the gas mask and instantly floods the victim, forcing him to decide between drowning in grape soda and removing the mask and exposing himself to toxic radiation.
