The figure (judging by the hair, another clown) is holding the balloons in their right hand, but this is obscured by the cash in the foreground.&lt;br&gt;&lt;br&gt;I love how Bubbles' hand stays in the same position in the last panel. Based on the neighborhood, I assume some sort of illegal business is taking place...and based on the forground, that business is handled by...clowns.
